ROHVA Applauds Legislation to Provide Additional Access to National Forests for Those with Disabilities - 04/07/10
Bill Introduced by Representative Alexander Would Allow Those with Mobility Disabilities to Use ROVs and ATVs to Access Appropriate National Forest Areas
The Recreational Off-Highway Vehicle Association (ROHVA) applauds Representative Alexander (R-LA) for introducing legislation (H.R. 4228) that would provide additional access to National Forests for those with disabilities. The legislation would require U.S. Forest Service personnel to allow those with mobility disabilities to use power-driven mobility devices, such as all-terrain vehicles or recreational off-highway vehicles, to access specific areas of Forests, provided that the access is consistent with the area’s management objectives and limitations.

Travel Management Process on Lewis and Clark National Forest Flawed
On March 10, the U.S. District Court for the District of Montana ruled that the 2007 Travel Management Plan issued by the Lewis and Clark National Forest in Montana violated the National Environmental Policy Act (NEPA) and the Montana Wilderness Study Act (MWSA). The Specialty Vehicle Institute of America (SVIA) and the Motorcycle Industry Council (MIC) had joined a coalition of recreation groups in filing a lawsuit challenging the Plan.

The Recreational Off-Highway Vehicle Association (ROHVA) is disappointed that the Consumer Product Safety Commission (CPSC) voted in October 2009 to proceed with a rulemaking process for recreational off-highway vehicles (ROVs) by approving an advanced notice of proposed rulemaking (ANPR). ROHVA believes this action is premature as an American National Standards Institute (ANSI) development process for ROVs is currently being conducted. In fact ROHVA has concluded the second canvass and is completing a public review of an ROV standard in accordance with the requirements of ANSI.

ROHVA Announces Safety Rules for Safe and Responsible Use of Recreational Off-Highway Vehicles
Formed by the major manufacturers and distributors to promote the safe and responsible use of a new and emerging category of recreational off-highway vehicles (ROVs), the Recreational Off-Highway Vehicle Association (ROHVA) received ANSI accreditation on November 3, 2008 to develop a standard for the equipment, configuration and performance requirements of ROVs. In addition, ROHVA has published Safety Rules for these increasingly popular off-road vehicles.
